Solar PV 20GW Goal Postponed; Association Chairman Lin Hsin-pao Suggests Relaxing Installation Regulations

The government is promoting green energy, originally planning for solar installed capacity to reach 20GW by 2025; however, up to the present, it has not yet reached 17GW. Lin Hsin-pao, Chairman of the Solar PV System Association, ROC, suggested following the model of “specially registered factories” to allow factories in industrial parks to install solar PV systems on expanded or non-compliant rooftops under limited conditions.
The Solar PV System Association, ROC held its general membership meeting today (16th) at ICC Tainan, gathering industry, government, and academia together, while also showcasing the results of industry exchanges and international matchmaking during the meeting.
Lin Hsin-pao stated, “Without green electricity, there would be no TSMC.” Although promoting solar PV is indeed challenging at present, he holds a positive outlook on the industry’s future. Currently, solar PV installations have come to a virtual standstill, and small-scale rooftops are mostly individual households, making promotion particularly difficult. Therefore, he suggested that since the government has opened conditionally allowed solar PV installation for “specially registered factories” for years, it can follow the same model to allow limited installations on expanded or non-compliant rooftops, enabling enterprises to generate electricity for self-use, assume the responsibility of energy creation, and help boost solar PV capacity.
Lin Hsin-pao also suggested that when facing policy controversies regarding solar PV installations on new building rooftops, the government should proactively explain the industry’s stance to the public, assisting in social communication and public opinion clarification; it should also actively promote the “one land, dual use” model, especially accelerating inter-ministerial integration for agrivoltaics.
Liao Shih-wei, Director of the Renewable Energy Promotion Division of the Energy Administration, Ministry of Economic Affairs, stated that the policy mandating rooftop solar PV installation on new buildings will be implemented starting August 1. According to statistical data from the Ministry of the Interior, there are more than 2,000 new buildings per year, estimated to add 660MW. Currently, many people outside the industry do not fully understand solar PV industry practices and policies, and it is hoped that the association will help promote awareness. The Ministry of Economic Affairs and the Ministry of the Interior will also hold briefing sessions in the Northern, Central, and Southern regions next week.
